WASHINGTON – President Barack Obama declared the swine flu outbreak a national emergency and empowered his health secretary to suspend federal requirements and speed treatment for thousands of infected people.
The declaration that Obama signed late Friday authorized Health and Human Services Secretary Kathleen Sebelius to bypass federal rules so health officials can respond more quickly to the outbreak, which has killed more than 1,000 people in the United States.
The goal is to remove bureaucratic roadblocks and make it easier for sick people to seek treatment and medical providers to provide it immediately.
Uh huh. Why do we have such “bureaucratic roadblocks” in the first place, especially if you have to remove them in order to provide potentially lifesaving health care to people who need it?

One such roadblock, a 200 yard restriction on treatment. Tents within 200 yards of the hospital can bill. Tents 300 yds cannot.
OTOH, it also allows the HHS to open beds for H1N1 patients without there being the necessary supporting medical devices. ICU must have x monitors, IV pumps, etc. Now HHS can determine that these care devices are not necessary to constitute an ICU bed.

This seems to have been happening more lately. Some article comes out with a time stamp early in the day, then later on the time stamp has changed, and so has the text to some degree.
