Have the politician pussies, nannies, and second-guessers managed to declaw anti-terrorist responses?

I suspect they have in Europe and India. Let’s hope the poison hasn’t seeped too deeply into the American cop psyche. Or, if it has, that the terror strike that tests it occurs somewhere where armed citizens are able and willing to provide immediate response. (via Instapundit).
