Depends.
In Carter’s case, I don’t think there is any useful difference - I think he’s just reached the point that he now feels compelled to share with the world at large the things he once voiced only in private, to his wife or his dog.
He’s always been a leftist bozo, he’s just more open and louder about it now…

How can you tell? Easy: What he’s blabbering is destructive to the cause he’s trying to support, and he doesn’t even seem to realize it. He just called his candidate, the first black man to ever be nominated for President by a major party, a black boy, for chrissakes. And demeaning McCain’s captivity is, from a political POV, insane. Finally, he’s attacking a President far more successful than himself, and that President’s wife - a candidate who garnered 18,000,000 primary votes and who has nominally at least declared peace, but whose temper is as short as her memory is long.

Can you imagine the front-page headlines if a republican called the anointed-one “boy”?
